IMBRA causes nothing but headaches. There are various court cases current and planned that challenge it. Unfortunately we anticipate it will take years before IMBRA is undone.

So while we await for this bogus law to be tossed, we will obey it. Besides being law abiding citizens, we also do this for our clients benefit. USCIS is asking each fiancee and spousal visa applicant if they met through a service like Heart of Asia. If the answer is yes, USCIS checks the company to see if it complies with IMBRA. If it does NOT comply, then the visa application is rejected. This is why using a foreign owned website which ignores IMBRA will get you into trouble. If you meet your gal using a non-compliant service, your visa will be rejected.

How Foreign Introductions Work

Instead of selling individual addresses we now provide Foreign Introductions for our US clients.

When a US client places his order for Foreign Introductions, he completes the background information questionaire mandated by IMBRA. We check his record at the nsopr.gov, then translate his nsopr record and background information to the language of the foreign gal. We then send an airmail package to the gal advising that the man is interested to communicate with her. Enclosed in the package will be his translated background information, a personal message from the man, and a consent form for the gal to sign and return. If she mails back the signed consent form to Heart of Asia, we will release her address to the man. Then the US man may directly comunicate with her. Should he eventually develop a relationship when he will applys for a visa to bring his fiancee or wife to the USA, his application will not be rejected due to a violation of IMBRA. When he applies for the visa, Heart of Asia will confirm to USCIS that the requirements of IMBRA were met before the couple communicated.

In practice, if a girl wants you, a foreign introduction only adds a few weeks delay of play, before you get her answer. Under the classic penpal address system, you send out your letters right away using the addresses we email you, and wait for the girl to reply to you directly in case she is interested. With a foreign introduction she is getting a similar first introduction letter about you, except we are the ones mailing it. The foreign introduction will add a delay of about two weeks for translation, nsopr.gov verification, and check clearance. If the gal replies favorably, we send you the good news right away. In practice a foreign introduction will only add about two weeks before you learn if a gal is interested. In both cases, Foreign Introduction, or classic Penpal Addresses, if the gal chooses not to reply, you are in the same situation.

Timing. If payment is made by Cash or Check, the Foreign Introductions package will be mailed to the gal 6 working days after receipt. If payment is made by Personal Check your introduction package will be mailed 11 working days after receipt. If the member replies with her consent, her contact information is emailed to you within one working day. We have no control over how long it will take before she replies with her consent, assuming she chooses to reply. Some consents were returned to us as quickly as 3 weeks, while the slowest one to date took 7 months. The results we be the same as if you mailed the original letters yourself, except with two weeks added. For clients receiving penpal addresses we have seen get a gals reply as quickly as two weeks, and the slowest one to date that we know about was 16 months later.

Providing the man has a "clean" record, and has no record at the nsopr.gov sex offenders database, there will be no charge to translate his background information and request for consent to the following languages: Amharic, Arabic, Chinese, English, French, Japanese, Russian, Spanish, Tagalog, Thai, Ukrainian, and Vietnamese. For clients that wish to contact a woman whose language is not on this list or does not have a "clean" record, special charges will apply.

3. As many foreign gals are poor by American standards they probably find it hard to pay for postage to reply via airmail to the "Introduction", therefore we strongly recommend that each Foreign Introduction package include an International Reply Coupon, (IRC). This is the polite way for a man to pay for her postage. The gal can present this at her post office, to pay mailing consent form back to us. This is optional costing $2 per "Introduction".

4. A client should be reminded that paying for a Foreign Introduction does not guarantee favorable results. A woman may reject your approach. She may ignore your approach. Should a woman reply that she is "no longer accepting" new penpals, or should the Foreign Introduction package be "returned to sender" then in those cases you will be compensated with two free Foreign Introductions.
